He vetoed the National Defense Authorization Act for Fiscal Year 2021 on December 23, 2020, calling it 'a "gift" to China and Russia.' The objections listed in his veto message were the bill's failure to repeal Section 230, the renaming of military installations, limits on military construction funds, a 5G provision and restrictions on withdrawing troops from Afghanistan, Germany and South Korea. The House voted to override the veto on December 28, 2020 and the Senate followed, 81-13, on January 1, 2021. Al Jazeera reported that the law identified China as the top U.S. strategic threat and created a Pacific Deterrence Initiative, under which the Pentagon planned to invest more than $18.5 billion over five years.
