What the record showed
Earlier that month he had said, "Technology — nobody knows more about technology than me." The shutdown that began December 22, 2018 ended January 25, 2019 with $1.375 billion for barriers rather than the $5.7 billion he sought. Former CBP Commissioner Gil Kerlikowske later argued the money was "much better invested in technology than barriers."
