What happened
Before the summit he had demanded that Russia accept a ceasefire and warned of 'very severe consequences' if Putin did not agree to stop the war. The morning after meeting Putin, who had rejected a ceasefire before a comprehensive deal, he posted that 'it was determined by all' that the war should go directly to a peace agreement rather than a ceasefire. European leaders indicated that was not their view, and Zelensky said skipping a ceasefire 'complicates the situation.' The Guardian reported that Putin had demanded Ukraine withdraw from the Donbas in exchange for a freeze elsewhere, and that Trump told European leaders on a post-summit call that he believed a deal could be reached if Zelensky gave up the region. On August 18 at the White House he told reporters, 'I don't think you need a cease-fire,' and said the six other wars he claimed to have settled were done without one. No new sanctions followed the missed deadline until October 22, 2025, when the Treasury sanctioned Rosneft and Lukoil.
