What happened
A week after saying he was ready for a 'second phase' of sanctions on Russia, he posted a letter making U.S. sanctions conditional on all NATO members agreeing to the same and ending purchases of Russian oil, and on NATO placing 50 to 100 percent tariffs on China. NATO members Turkey, Hungary and Slovakia were still buying Russian oil, and the EU remained a buyer of Russian gas, so the condition was not met. The post came three days after Russian drones entered Polish airspace and as Senator Lindsey Graham urged him to back the bipartisan sanctions bill he had introduced in July. Time magazine's headline was 'Trump Backs Off Promise to Sanction Russia for Ukraine War.' The Guardian noted he had 'repeatedly threatened Russia with additional sanctions, but so far he has failed to follow through.' He imposed sanctions on Rosneft and Lukoil on October 22, 2025, without the NATO conditions having been met.
