What happened
White House special counsel Ty Cobb immediately qualified the offer as 'subject to the terms being negotiated by his personal counsel.' Negotiations dragged on for more than a year and Trump never sat for an interview. In November 2018 he submitted written answers only, which the Mueller report in April 2019 described as inadequate.
