What happened
No special counsel was ever appointed to investigate Clinton. Attorney General Jeff Sessions had a federal prosecutor review the matter in 2017 and 2018 without appointing a special counsel, and no charges followed. Trump later said he felt it "would be a terrible thing" to pursue.
