What the record showed

A declassified Intelligence Community Assessment dated March 10, 2021 stated: 'We assess that China did not deploy interference efforts and considered but did not deploy influence efforts intended to change the outcome of the US Presidential election,' a judgment held with high confidence. It said China 'did not view either election outcome as being advantageous enough for China to risk getting caught meddling.' The National Intelligence Officer for Cyber dissented in part, assessing that China 'did take some steps to try to undermine former President Trump's reelection.' The same assessment found that Russia's president authorized influence operations aimed at denigrating Biden's candidacy, NPR reported.
