What the record showed
Ten days earlier Trump had urged NATO members to place 50 to 100 percent tariffs on China, writing that "China has a strong control, and even grip, over Russia." On October 25, 2025 he said China was "cutting back very substantially on the purchase of Russia oil." After meeting Xi in Busan on October 30, he said of China's Russian oil purchases, "There's not a lot more we can do," and that the two "didn't really discuss the oil." The White House fact sheet on the Busan deal, issued November 1, 2025, does not mention Russian oil.
