On October 3, 2025, just before the deadline, Hamas agreed to release all remaining hostages and hand Gaza's administration to independent technocrats, while refusing to disarm. The disarmament and stabilisation-force elements remained unresolved long past the deadline.

The ceasefire took effect Oct. 10, 2025 and produced a hostage exchange and an aid surge, but J Street's six-month review found the plan 'largely stalled on all its promises' beyond that. More than 700 Palestinians and four Israelis were killed after the ceasefire began. Phase two was declared in January 2026 before phase one was complete; NPR reported in March 2026 that the plan had stalled as the Iran war ground on, Israel escalated attacks in August 2026 in defiance of the plan, and the U.S. official leading the effort publicly criticized Israel on Aug. 27, 2026.

A ceasefire-and-hostage-release deal was announced on January 15, 2025 and took effect on January 19, with the first three hostages released the day before the inauguration, so the ultimatum was arguably met. But the deal was substantially the framework Biden's team had negotiated since May 2024 and was brokered jointly by the outgoing and incoming administrations. The ceasefire collapsed in March 2025.
