He was discussing prospects for a deal with North Korea ahead of the June 12, 2018 Singapore summit. At the second summit in Hanoi on February 28, 2019, he and Secretary Pompeo decided "it wasn't a good thing to be signing anything" and left without an agreement; Pompeo said the teams had worked for weeks toward "a big step" beyond what the two leaders agreed in Singapore.
