What the record showed
He had used a similar line in April 2016 ("[N]obody knows the system better than I do"). On January 28, 2017 he signed Executive Order 13770, an ethics pledge with a five-year ban on appointees lobbying their former agency and a lifetime ban on lobbying for foreign governments. On January 19, 2021, his last full day in office, he revoked it by Executive Order 13983 without explanation, which NPR reported allowed his appointees to begin lobbying immediately.
