What happened
Trump made the remark right after saying Saddam Hussein 'killed terrorists' well. House Speaker Paul Ryan and Clinton adviser Jake Sullivan criticized the praise of Hussein, and PolitiFact rated the claim about Hussein Mostly False. He used the phrase again the next day in Cincinnati and, as president, called the region 'the Harvard of terrorists' (Tucker Carlson interview, June 29, 2019) and 'the Harvard University of terror' (Fox Radio, August 29, 2019).
