What happened
Trump spoke on his way to California fundraisers and said he was considering an 'individual task force'; AP reported he gave no specifics. The next day, Sept. 18, he said 'there are needles. There are other things' flowing into the ocean from Los Angeles and San Francisco and that San Francisco would get a violation notice. On Oct. 2, 2019 he said 'we just sent a violation to the city of San Francisco' through the EPA.
