What happened
No mandate and no federal payment materialized. A February 2025 executive order only requested policy recommendations; an October 2025 announcement covered a discount on one fertility drug and a voluntary employer benefit. In December 2025 Trump signed the defense authorization bill without the IVF coverage provision for active-duty service members after Speaker Mike Johnson stripped it. IVF still costs roughly $15,000–$20,000 per cycle out of pocket.
