Congress did not change asylum law; it passed a $4.5 billion humanitarian border supplemental instead. The two weeks lapsed in early July with no raids and no enforcement of the ultimatum. The operation finally launched on July 14, 2019 and produced only about 35 arrests nationwide, against the 'millions' Trump had advertised on June 17.
