What happened
At day 76 there were two framework deals, with the UK and China, neither a full trade agreement. When the 90 days expired in early July 2025 the tally was still two, about 2% of the promise, and Trump extended the negotiating deadline into August. The Supreme Court struck down the IEEPA tariffs in February 2026 and by September 2026 the administration had paid out roughly $100 billion in tariff refunds.
