Pre-existing conditions were already covered by the Affordable Care Act, which Trump's administration was simultaneously asking the Supreme Court to strike down. The order finally came on September 24, 2020 — seven weeks late — and PolitiFact and other fact-checkers found it created no enforceable protection, merely declaring it 'the policy of the United States.'
