What happened
Nothing was signed the following week. A senior official then said 'later in the week'; on February 21 Sean Spicer said the order was 'finalized' and 'awaiting implementation.' A March 1 signing was scrapped so the February 28 joint address to Congress could 'breathe.' Executive Order 13780 was finally signed on March 6, 2017, about three weeks after the deadline.
