What happened

The CARES Act was not signed until March 27, 2020. On March 29 Mnuchin revised the estimate to 'within three weeks.' The first roughly 60 million direct deposits landed around the week of April 13 — about four weeks after the promise — and paper checks began going out the week of May 4 at roughly 5 million a week, with an internal memo warning some Americans might wait until August.
