Suggested China, not Russia, may have been behind the SolarWinds hack

What the record showed
On January 5, 2021 the FBI, the Cybersecurity and Infrastructure Security Agency, the Office of the Director of National Intelligence and the National Security Agency said in a joint statement that the work of their task force 'indicates that an Advanced Persistent Threat (APT) actor, likely Russian in origin, is responsible for most or all of the recently discovered, ongoing cyber compromises of both government and non-governmental networks.' The agencies described it as 'an intelligence gathering effort.' The statement did not name China.
