What happened
Asked whether he worried that the State Department lacked enough of his nominees to carry out his agenda, he said the vacancies did not matter because he set policy. At the time his administration had filled roughly one-quarter of about 600 Senate-confirmed positions, multiple assistant-secretary posts were empty and no ambassador to South Korea had been nominated.
