What the record showed
He repeated the theme through 2016: in June 2016 he said the generals "don't know much because they're not winning," and in July 2016 that he knew "more about offense and defense than they will ever understand." On September 6, 2016 he said he would give his generals 30 days to submit a plan to defeat ISIS. ISIS lost its last territory in Syria on March 23, 2019 under the U.S.-led Operation Inherent Resolve coalition working with Iraqi forces and the Syrian Democratic Forces, a campaign begun before he took office. By December 2018 Defense Secretary Jim Mattis had resigned over the Syria withdrawal and retired Gen. Stanley McChrystal said he would never work for Trump.
